[Typo3] Can't Login to BE after install

More information: I can install a clean testsite with my SuSE OES 9, 
Apache2, MySQL 4.0 setup.

It appears that Dmity's advice may work for me, but I'm trying to 
understand it better.. Let me show my naivety.

1. start with an empty database. How shall I keep my current data?

2. import t3lib/stddb/tables.sql. What do these contain? It's an older 
file, so it must be standard 3.8 stuff.

3. use the COMPARE tool. I never understood what was being compared with 
this tool. Ditto of IMPORT.

4. I understand creation of an admin user.

5. And also logging into BE.
