[Typo3] HispanicNewOrleans.com: Spanish Feed with funky characters

When trying to pull in the feed, http://hosted.ap.org/lineups/ 
NOTICIAS_GENERALES-rss_2.0.xml?SITE=AP&SECTION=HOME&TEMPLATE=DEFAULT  
with the n_rdfimport extension, accented characters are being changed.

I've determined that the error is coming in from t3lib_div::getURL()  
whether curl or fopen is used. The website displays accented  
characters if inputted on the backend. However, the URL request isn't  
containing accented characters.

* Note left navigation text is properly accented
* Note RSS Feeds and Notiicas from RSS contains non-accented characters

Any thoughts to resolving this would be appreciated.
