[Typo3] Help! No toc in ext manual!

Hello,

when I upload my manual the toc is not created. I used a (working) 
manual from another extension as a template. I even uploaded a working 
manual from another extension and assigned every category for testing. 
The manual itself is displayed with all its categories. Only the toc is 
not displayed. What went wrong? Please help me. Thank you.
