[Typo3] typo3 3.8.0rc1 => TYPO3 Fatal Error: Extension key "sv" was NOT loaded!

Hello,

Same error here, from a clean install of 'testsite-3.8.0.tar.gz' and 
'typo3_src-3.8.0.tar.gz'
After adding extension key "sv" manually to localconf 
$TYPO3_CONF_VARS['EXT']['extList'] solved. But perhaps this means the 3.8.0 
release should be updated with this?

I have another problem by the way, but will start another thread for clarity.
