[Typo3] Accessing TS constants of another plug-in

Hi Everybody,

Is it possible to access the TS constant of another plug-in from inside the 
plug-in code ?

Scenario:
I have defined some values in ext_typoscript_constants.txt and 
ext_typoscript_setup.txt for plug-in 1. I want to access them in plug-in 2. 
I know this can also be achieved through ext_conf_template.txt but I am not 
interested in this solution and will only go for it if this does not work.
