[Typo3] Problems connecting to online extension repository

Hello!

I have a web server with SAFE MODE enabled and so I can't install 
extensions directly, i. e. by connecting to the TYPO3 extension repository.

I found a solution for my problem. The main idea of this solution is to 
install an extension on a desktop machine first (at desktop machine SAFE 
MODE is disabled), then upload the extension files to the web server via 
  FTP.

I tried to do that, but got following error:

Fatal error: Maximum execution time of 30 seconds exceeded in 
C:\Programme\Apache\Apache2\htdocs\www\dummy-3.7.0\typo3\mod\tools\em\index.php

</error-message>

What can be the cause of this error?

Is there any other solution to this problem apart from changing maximum 
execution time in Apache?
