[Typo3] How do you create conf array from cronjob?

I've got a cronjob that needs to create a proper tx_ttnews object which  
in turn is passed to my tx_newseventregister object. I seem to be able  
to get the objects created, however, I'm missing the all important  
"conf" array containing the TypoScript setup code to pass to  
tx_ttnews::init().

How do I get or create that from a command line run cronjob? Currently,  
I have an array() stub in place.
