[Typo3] Typo3 3.7.0.0 Backend User: Insufficent Rights to change content

Hello,

i'm currently facing some problems concerning access rights for a
certain backend-user in a certain backend group. This user is able to
create and see content, but he is not able to modifiy existing content.
As admin i set the user and his group as owner of all pages recursively
(for testing). When i simulate the user, i see only green access. So the
user should be able to edit and create content.

I also modified the group for this guy, so that this group has all
rights except admin rights (no explicit exclusions). Nothing happens,
the same thing: the user may add content, but he may not change content.
Only if i set the user as admin, he can change exisiting content.

I don't how to solve the problem. Can you help me?
