[Typo3] User management

Hi list

im just searching for a way to realise a User Management like this from typo3.org, this means User should have the possibility to create accounts by their own and mannage the profile. All should be stored and avaiable by list. Excactly like here by typo3.
Are there any extensions for that, or have i programm this by my own.

Hoping that somebody has an answer for me.
