[Typo3] Nested TMENUs with special

I have also tried:
  10.1 {  
    if {
     PIDinRootline{
      expAll = 1
               }
            }
but to no avail. they never expand.

All i really want it the default TMENU behavior (expand next level
when clicked) except i want it to be a .special (= list) type menu.

i.e.
Item One
Item Two
    Sub Item One
    Sub Item Two
Item Three

When 'Item One' is active page; (Item One, Two Three come from 
special = list
    special.value = 1,2,3
