[Typo3] htmareaRTE links open in new window not self

I need to set up a link like this in a page.  Clicking the 'test' link 
can point to the right section fine but in a new window.

<a href=#test>test</a>

In Insert Web Link box, the dropdown list for Target has Top and New 
Window options.  Eventhough I was able to enter _self, it still opens a 
new window.  What's Target supposed to be?
