Hi Marcel,

In the constant editor you can set it site-wide.
Category: Content
First option: Target for external links

In the Constants of your Template the next line is generated:
styles.content.links.extTarget = _xxxx

Today or yesterday I saw a similar solution in this mailinglist in TS 
with config.somewhat.extTarget = _xxxx. Maybe TSref can help you.
