[Typo3] performance, cache-control headers and published static pages

Hi,

another important feature for many developers. I look into my crstyal 
glass and imageine how nice it would be that this project should appear 
on typo3.org (among many similars like ext_commerce and such) and all 
the devs who makes typo3 sites would know about it and could donate 
easily if they wish...
