[Typo3] plugin_mgm not loaded?

type in 'plugin_mgm' and see what it returns...

Still, a good chance remeains that a recent EXT:tt_news just won't work
with an historic TYPO3 v 3.5.0. At least flexforms have not been
available in 3.5 afair.
