[Typo3] 100 unnecessary lines of CSS in header of extensions not used

I think Jaco is right if he is annoyed by the large CSS inline style. The
point is that it might be used on a single page in your setup (the page
which contains the plugin) but not on all.

There should be a check which only adds the CSS inline style code depending
on the presence of the plugin.
