[Typo3] How to add links in an FCE field.

Hey guys,

This is one of a couple set of questions I am posting and hopefully my 
last.  I have compiled these questions by going through my site.  These 
questions are part of little bugs as I would call it and is the final 
touches.  When they are solved I am done.

I have done numerous trial and error but nothing works, and I am 
clueless as to what I would use as keywords to search and find the answer.

I am sure these are basic questions but please help me out.

Question 1: In my footer which is a text element and its a constant 
throughout all the sites... it does not show a link.  I formatted it 
using RichText to show a link at "Strateguic Command Center" but none is 
shown... why?

This is the TS that I used to show this text element:

lib.footer = RECORDS
lib.footer.source = 56
lib.footer.tables = tt_content
lib.footer.conf.tt_content = TEXT
lib.footer.conf.tt_content.field=bodytext

lib.footer < lib.footer

Question 2: Similar like above, however this pertains to FCE's.  In the 
FCE you see here: http://www.stratcommandcenter.com/redesign/index.php?id=14

It has a couple text fields and an element container.  How can I allow 
one text field (the subheader, the one under the title that says "Have 
any questions? If so, Click Here." to format links?  How can I enable 
the Rich Text Editor for that field only?  I assume its somethng I need 
to change in the Data Structure but I dont know what to put.
