[Typo3] max_user_connections too low

I looked into Bills suggestions but mysql_pconnect was in a
specialized 'persistent connection' function and if I changed it would
have changed the meaning of the function and I didn't know what that
would have done. This seemed to have solved this. Thank you.

Thanks Bill for that in any case. I should have searched the list for
the function name.
