[Typo3] lang attribute in html tag

Hello all,

I noticed that the lang attribute of the html tag that is generated 
doesn't change, when I change the langauge of my site.

I use Typo3 3.8, installed the dutch language extension.
In my template script the language is set to nl:
config.language = nl
config.locale_all = nl_BE

However the html tag still has en as language
<html xmlns="http://www.w3.org/1999/xhtml" xml:lang="en" lang="en">

Is this a bug, or is it me doing something wrong?
