[Typo3] TemplaVoila and multi language not working in FE

Hi,
I have setup TemplaVoila for using multiple languages. I can add 
translations but I can not see them in the frontend.
When I call a version with index.php?id=3&L=2 or any number instead of 
2, I only see the default language.

I followed this guide for the setup:

and I am using typo3 3.8.0
with the latest version of TV
