Hi Valery,
Sorry, I don't have any clue, but I remember building a test site recently
and having a related problem: I couldn't attach unused elements to the
localized page (e.g. move them from "Unused elements" to the TV page). For
this test, I had created two separate folders for templates and for users.
Don't know if it was a side effect, but it seems it was not a good idea :-)
