[Typo3] Call to a member function

Hi
I am tring to install typo3 on server with ftp access.
I uploaded all files from testing server but cant figure out where this 
error came from

Fatal error: Call to a member function on a non-object in 
/tslib/class.tslib_fe.php on line 2204

typo3/install working good, no error
BE working good

If I try to open fg /index.php?id=8 I got this error

The original character set "iso-8859-2" was not found in t3lib/csconvtbl/ 
Forced charset not found
but there is line $TYPO3_CONF_VARS["BE"]["forceCharset"] = 'utf-8';  in 
localconf.php


Can you help me?
