[Typo3] extension: online repository

What in this error message is unclear? Your webserver has fopen() 
disabled (probably for security reasons), and obviously none of the 
alternative methods is allowed either. Which means you cannot get 
extensions from TER.

Is hoppelmoppel your surname, or first name (which is missing in your 
from: header)?
