[Typo3] TMENU_LAYERS and RO

Hi Konstantin. In TMENU/TMENU_LAYERS objects you don't use the RO as a menu 
state, but uses the property "RO_chBgColor". But it isn't really nessesary, 
as you can do the rollover using CSS..
