of course not, since there are some missing brackets
it has to be:

page.10 = HMENU
page.10 {
    1 = GMENU_LAYERS
    1 {
        # blah
        NO {
            # blah
        }
        RO=1
        RO < .NO
        RO {
           # blah if necessary
        }
        CUR = 1
        CUR < .RO
        CUR {
           # blah if necessary
        }
        ACT = 1
        ACT < .CUR
        ACT {
           # blah if necessary
        }
    }
    2 = GMENU
    2 {
        # same things here
    }
}
