[Typo3] fatal error: typo3conf/localconf.php executed twice

It works after deactivating the Visual Tracking System extension (de_phpot).

A second Typo3 3.7.0 installation works with the Visual Tracking System 
without any problem.

So I guess that a combination of extensions causes the error.

Any idea?
