He did say that the server is a Windows box...

beside this, it clearly says that the access rights are not sufficient. Why

More explicitly. The web server can't access typo3conf properly. At least.
There is some instructions in the downloaded package you should read.

Depending on what you want to write of course. 
You can't cover everything - but you can do a decent job of writing an 
installation guide (see http://www.gentoo.org for an excellent example of 
installation guides).
