[Typo3] External URL Link not working

Typo Script for the menu:

temp.menu_footer = HMENU
temp.menu_footer.special = directory
temp.menu_footer.special.value = 12
temp.menu_footer.1 = TMENU
temp.menu_footer.1 {
   expAll = 1
   noBlur = 1
   NO.allWrap = |*| | |  |*| | 
   ACT = 1
   ACT.allWrap = |*| | |  |*| | 
   ACT.doNotLinkIt = 1
}

Hi, where do I define "Target for external links" is this in the Page TS 
Config or the template? What's the typoscript code to do it?
