[Typo3] static_info_tables install problem

Hi,

[ -Dummy 3.8.0, MySql 4.1.x]

I am trying to install fe_user_registration extension, but facing problem installing dependent extention static_info_tables (1.4.0).

error on importing tables which are already existed :

"Import static data
 static_countries  Rows: 236  Table exists! 
 static_country_zones  Rows: 324  Table exists! 
 static_currencies  Rows: 170  Table exists! "

When i click "make update" link .. i this error :
Fatal error: Maximum execution time of 30 seconds exceeded in C:\typo3\dummy2\typo3\t3lib\class.t3lib_db.php on line 946
