I have never used this feature. And even if it were kept I suggest to 
move global extensions outside of the typo3 directory. If the shipped 
extensions were in typo3/ext (and global in eg typo3opt/ext) many of the 
TYPO3 lines of code involving extensions paths would be simpler.
