I don't think so.

There are no file reference (sys_file_reference) records in this case. 
The id inserted by the link wizard is the id of the original file record 
(in sys_file).

Thus "treatIdAsReference = 1" (triggering a lookup in 
sys_file_reference) would be wrong.
