I was hit by this, too.

That is, I received this errormessage in the EM, and the post data was
empty like it was in this thread.

However using a "new" admin-user did not help.

Finally I found the cause: I had eaccelerator activated (with
docbook-comment-stripping). The installtool provided a warning, however
I ignored that (I thought that it was not relevant.....):

After I disabled eaccelerator (I wanted to switch to APC anyway.....),
it works now.
