[TYPO3-dev] Review/decision for URL-substitutions needed

Hi,

could some of you please take a look at

https://review.typo3.org/3383

and see if/how we can proceed there? Personally I feel the change would
be "okay" to go into earlier releases. But I also understand why Tolleiv
says it's a change in behaviour (though it's just "fixing" it to the
intended behaviour).
