[TYPO3-dev] Cookie handling is not following standards (#23872)

Hi,

the cookie handling in v4 is not following the standards - due to a work 
around for an IE8 bug.

This is giving issues when hosting TYPO3 sites in a subpath of another 
site. If have to fix this for a client, but want to make sure that I 
make the right solution so it can go back into the core.

the right solution here.
