It has not yet been directly released on typo3.org, but there's a 
project on forge: http://forge.typo3.org/projects/extension-sf_register

You can download the latest trunk version of the extension from svn by 
using command line:
$ cd typo3conf/ext/
$ svn co https://svn.typo3.org/TYPO3v4/Extensions/sf_register/trunk/ 
sf_register

Please take into account that this is work in progress.
