Drafts are draft comments. Those are comments you made, but you did not
review the change, and thus those did not get published.
You can edit the draft and click discard to get rid of them.
So what is draft tab does is pretty simple. It show you were you have not
yet reviewed drafts.
The trouble is, that you don't see your drafts in older patchsets, because
they are collapsed by default.
As long as any patchset of a change has a draft comment attached to it, the
change will be listed on the drafts tab, regardless whether it is already
merged or not.
