[TYPO3-dev] Running TYPO3 without php extension mbstring

I work on a server where I can't get TYPO3 4.5 to work properly and it turned out that the mbstring 
php extension is missing, so I get errors like:

Fatal error: Call to undefined function mb_strlen() in /some/path/t3lib/class.t3lib_cs.php on line 1562

I took a look into INSTALL.txt where mbstring is *suggested* but not required. Is there a 
possibility to run TYPO3 without that php extension? Otherwise INSTALL.txt should be changed IMO.
