[TYPO3-dev] Are these files/scripts useful and up-to-date?

While looking at a bugreport about superadmin.php I noticed some scripts
and files whicht don't seem very actual, relevant and/or useful:
- misc/core_svn_rules.txt Yes, extbase is mentioned, but it also says
that if you want to change something in the core you should ask Kasper
first...
- misc/superadmin.php it seems to allow you manage admins, passwords,
etc. for installations with shared installations. The code is really bad
(in changing an admin's password it tries a mysql db connection of its
own, uses t3lib_db to build a query (which fails BTW) and uses PHP
functions to execute it), it has no 'design' at all and needs to be
edited and moved around to function.
- misc/virtualdir.tgz A 2001 dummy package?
- misc/phpcheck/* something to analyze PHP environment variable with
instructions to send them off to Kasper. And a reference for this for
PHP 4.3.2
- misc/advanced.htaccess Is it up-to-date and/or useful?
- misc/example_MM_relationTables.sql Is this useful? Kickstarter takes
care of such things...
- misc/simple.htaccess Is it up-to-date and/or useful?
- locallang_XML_dummy.xml Well, this seems to be used nowadays, but the
locallang files are also created by the kickstarter.
Some experts opinion please?
