[TYPO3-dev] Where to use setlocale?

A possibility to fix http://bugs.typo3.org/view.php?id=12661 (special 
characters in path or file name are removed by escapeshellarg() ) is to 
correctly set the locale for LC_CTYPE.

Since both thumbs.php and t3lib_stdGraphic use this function I wonder:
- what is the right place to set the locale?
- how can the correct value be determined?
