What about this:
Every user should be able to reopen a bug,
_if_ it is not fixed and not a duplicate.

Then - I think - it would be possible to simply
close a bug, if there is no feedback
within 30 days. If the reporter of a bug
'wakes up' later, he can easily reopen
the bug.
