I think it is better to "hijack" the existing list (it is not really
hijacking, as the topic is correct) than to create new list which has to
be maintained and will be kept "forever" but will eventuell dry out of
topics.

You might be able to convince the "big boss" more easily if you show us
that it is really worth the overhead: by starting the discussions in the
existing list.

The "big boss" has to have some motivation too, after all they are also
doing voluntary work. ;)
