[TYPO3-dev] admin -> BE -> Installtool: Drop the need for a password?

Hey Marti,

there are often "admin" users who may not have access to the install tool. I 
think it's a good idea for the extra password (also the install tool is 
accessable per url), because the install tool has more sensible data (e.g. 
non-crypted DB-password).
