Try l10nmgr [1]. This has support for exporting to XML (amongst others), 
it can easily import translated files, supports the major translation 
software (includes configuration for them).
You can simply export XML for a certain language combination, send it to 
the translator and import the stuff the translator sends back into TYPO3.
