You can change the order of extension in the Install Tool.

Edit files in typo3conf/:

Editing file: /var/www/html/typo3conf/localconf.php

$TYPO3_CONF_VARS['EXT']['extList'] = "...";

You can change the order of the extensions here. I think this will also 
be the order for the inclusion.
