I don't think that this has something to do with DDD - but it has to do
with agile development. An agile developer would never suggest to
program a framework. I don't suggest that either. It's probably the
worst idea you can have. Unless you're in need of a foundation which
solves the tasks your application needs to do and don't find a fitting,
existing solution.
This is why they developed Rails.
