[TYPO3-dev] Shortcurs broken, if in Modules User- or Admin-Tools

just tested in IE 7, Safari 4, FF 3.6 and Chrome and for me it's broken 
everywhere. All shortcuts don't work. Shortcuts within Web work only if 
you are already in the Web module to begin with (try from "about 
modules" a shortcut to a "Web" module).
