Philip already hinted that it is a usenet newsgroup. You can read more 
about reading the list with a newsreader at [1].

All posts send by e-mail are forwarded to the newsgroups and everything 
on the newsgroups is sent to the appropriate mailinglist subscribers.

AFAIK setting up a new newsgroup in this setup is far easier than 
creating a mailinglist too. A number of specialist groups have no 
mailinglist attached.

If you already use a newsreader, just point it to news://lists.typo3.org 
and see all the groups you can subscribe to.
