Well yes. Of course everything that goes into the SVN should be 101% ok,
but mistakes are done once in while. If the server can detect some of
them without wasting resources, fine. If not, no problem.
I have no idea how much CPU time the "php -l" approach would cost, but
IMHO it still is an interesting idea - except for an import of the whole
Core :)

I know, happen also to me, but when shit happens you have to do a follow
up (eg if you forgot a file) and then you don't want/need to update the
Changelog.
