I think, it's a good idea in general! Lately we were playing around with 
a pre-commit hook that checks the commit messages against the rather 
complex rules we have in FLOW3 [1].
The hook is not active yet, but the first tests went quite well.

But I think, it should be configurable in the project settings of forge, 
so you could enable/disable hooks for certain projects.

@Sebastian: what do you think, possible?
