why do you want an extension?
why don't you export your default-configuration in a t3d-file (just the 
typoscript-records) and include it in your new project.

a similar aproach: the mastertemplate giving a default project with pages 
and typoscript: http://ug.typo3-nrw.de/mastertemplate.html (a very basic 
aproach for learning typoscript)
