You are right. It depends on libmcrypt.

So the right question would be: Which libmcrypt version do you use?

But looking it up up on phpinfo() output is easier to do, at least for a
typical user (see also my request for typical website hosting
information) And then it's depending on a distributor's patches, too.

And I have absolute no idea which version MS bundles for IIS.
